DATA-1143 test CGA with methylation idats submission

methylation idats are standard illumina output. dataset types can be Methylation binding domain sequencing Methylation profiling by high-throughput sequencing Run type can be Illumina since most likely submitting a tar file, run metadata can be limited. the Metadata json can be included int the tar file, and most of the CGA metadata will be describe in the experiment.
